I want to get the element in a column that has the maximum value (it is approximately in the middle), and then extract this value and the four values before and the four values after the column maximum. I will then take the average of these values.
What is the best way to get the index of the column maximum value?

You can use the limit command. For example to find limiting values for the active dataset:
limit %C;
limit.imax=; //returns the index value for the maximum Y value
