I moved the Project Explorer window too far up, and now cannot move it back done (since I can't access the top of it with the mouse pointer).

I can't find anything in the *.ini files that would let me change this. Changing the monitor's vertical size does not help.

The first method didn't work, but the second did. Fortunately, it is very easy to re-customize the toolbars after resetting.

I bet that you can still double-click on the border of Project Explorer in order to undock it which would then allow you to reposition it.

If this isn't the case, you can then select View:Toolbars to open the Customize Toolbar dialog. From here you click the 'Reinitialize' button. All toolbars including Project Explorer will be set back to their default configuration.
