one can control the display of symbols in the legend via the \l()-syntax, that is described here: http://www.originlab.com/www/helponline/Origin/en/UserGuide/Manual_Control_of_the_Graph_Legend.html
It is possible to display user-defined lines and symbols, i.e. ones that are not used in the graph at all. But I found no way to display user-defined 'bar/column symbols' in this way.
'bar/column symbols' means the small boxes showing the color and pattern of the columns/bars used in the plot, that are displayed via \(1) for the used plots.

Another workaround is to directly draw a rectangle and a text. Then no phantom plot needed. But you may need to set the size manually.
Would you mind provide a little more details about why you need such a independent legend? It will be better if we can also have your example opj.

thanks for the clarification. Actually, the phantom plot is how we workaround already, but it sucks, as soon as you have more than some plots in a graph...
Any plans to implement this into future versions?

Yes, custom legend for bar is not supported yet in LabTalk. But you can always use a phantom plot for extra legend. See my example below:
