When a file has a "-" (dash) in the name (Example: "file-name.hta", I get the following error:

"-" is not a valid number for specifying dataset size

Does this mean Origin does not allow a dash in the filename?

This maybe related to whatever custom routine might be used to load this type of file. It maybe that the code was trying to use the file name as worksheet or dataset name directly and will lead to this error. Try changing to code to store the file name in page.label instead.
