Here is a cheapo way: (Don't laugh...)
1) Duplicate the graph window. Erase the legend in the original graph. 2) In the duplicated graph, select the legend, and select "Properties" flyout. 3) In the Text Object dialog, choose Programming tab, and set "Attach To" to "Page". 4) Set the zoom% in Standard toolbar to e.g., 25%. Select and drag the graph frame far away (e.g., bottom right corner) in the gray area. You notice that the legend stays at the same place. 5) Add the above legend-less and legend-only graphs into your Layout.

Though you can add text object in layout, it's hard to add symbol part in it.
So how about you merge the 3 graphs into one graph via Graph: Merge Graph Windows... menu.
Then you can right click one legend and choose Legend-> Update Legend... context menu. In it, if you change Update Mode into Reconstruction, you can change "Legend" to be "One Legend for Whole Page" to have one legend object for the merged graph window.
U can resize and arrange layout of each graph in the merged one.
