How to make the import mode "Start new columns" in the import wizard as a default one?

ON first page, set import mode as Start New Columns.
On the last page, save the filter with file name ASCII under User Files folder, it will be used by default.

I think you can create an import filter and store all of your custom import settings for repeat use. More info please take a look at these page:
