Operating System: Win10

Hello, I do not understand the difference between text label attached to the axis and ordinary text label. How can I create a text label attached to the axis? I see a difference between position options, the label attached to the axis has the only x,y offset options, the regular text has a normal horizontal and vertical position, see images attached.
