 Non liner curve iterating away

I'm trying to fit a gaussian curve to some data but with no iterations the curve peak starts far above the maximum data point and after more iterations it jumps to far below the maximum.

For what I'm trying to achieve the peak value being the the same as the data value is quite important.

Is there any way to force it to set the peak to this value?

You can fix a parameter at a particular value.
