 How to create scatter plot from two datasets

I have two datasets which are basically 2-D image(one number associated with one pixel). Now I want to create a 2D scatter plot from the two datasets, using the corresponding numbers on the same pixel position. Basically x-axis of the resulting graph should be binned number taken from the first datasets, y-axis should be a bunch of numbers(or mean with uncertainty) corresponds to the x-axis number for the same pixel position. Thanks very much!
