Please note that in my case unticking "Reference Lines on top of Data" solved both issues.

Right click axis line, you will see checkboxes of "Grid on Top of Data" and "Reference Lines on top of Data"

Usually grid doesn't show where Axis line is so I am not sure how the 1st plot was made.

An off-topic, but related question: how do I put reference line(s) below data points (similarly to grid lines)?
