Is there an existing Origin template to create heatmaps with multiple rows/columns like this?

Please check menu Plot: Contour: Heatmap, see if it is what you are looking for. If you want to have multiple heatmaps in one graph. You can plot individual heatmap first and then merge them together. (menu Graph: Merge Graph Windows).
