How do I insert an old-fashioned 'closed' glyph of Greek Phi letter, which is separately encoded as the Unicode character U+03D5 GREEK PHI SYMBOL?

Do you mean add it as text label in graph?
In edit mode, u can right click and choose Symbol Map. Click advanced to have more options.
Such as enter the unicode 03d5. Then change a font to e.g. Arial, etc. that support such unicode.

Or u can directly enter unicode 03d5 and then press Alt+X.
