Is there a way to create a single error bar that can be moved anywhere on a plot?

I want to put an error bar that represents the error of all plotted data points that is not directly on the data. All the data has an associated error so the value is fixed.

I would like to put an error bar in the bottom left or right corner of the graph to represent the error but I do not know how.

You could probably use the Arrow tool to draw the arrow bar on the graph.
