Is it possible to format values in a work sheet cell so that you can control the number of decimal places displayed?

Double-click on the column to bring up its properties. Set Display to Decimal:1000 and Numeric Display to Set decimal places=number. If you want to apply to all columns format the first column and check the Apply to all columns on the right.
