How to make a circle with the centre point (0,0) and radius 10mm in Origin?

You can't delete part of a circle but you can cover up the parts you don't want with other figures, e.g., rectangles.

OK, I have finished with the circle.
But if I only need a arc of the circle, for example: 1/4 from the circle. How can I delete the part which I do not need?

In order to position the circle according to graph coordinates you should draw it on a graph??

Draw the circle with the Circle Tool and set size and position from the script window. circle.x and circle.y are the axes X Y coordinates at the center. circle.dx and circle.dy are width and height in axes units. circle.width and circle.height are width and height in layer units. (Format> Layer> Size/Speed tab)
