I don't know how to set the exactly values at scale before.

Hi,

You can use the line tool with SHIFT key to draw a exactly horizontal line. After drawing a line, double-click it to change the line type to dash (Line tab), set the line's exact Y position (Coordinates tab, then choose Scale at Unit).
