Is there a way to set the row and col dimension values of a matrix via a function or are you set with using a linear scale determined by your start and stop values?

Only a linear scale is supported currently.

I suppose that you can convert your non-linear scale matrix to a linear scale matrix by k=f(i), l=g(j) by making a routine - may require some tricks such as averaging or interpolation, etc. (though I admit that there is probably no straight way to add ticks or tick labels to the axis.)
