Is Origin capable of creating a single plot of a surface as well as a scatter plot with a couple of points and labels?

Do you mean you want to plot a surface graph and a scatter plot?
It seems you need a special type of scatter plot. If you can tell us more about what you need, it will be easier for us to help you.

On the one graph, I want to draw a surface, which represents the upper limits for a material. Then I want to be able to plot individual points that will sit above, below or on the surface. Above the surface is unacceptable, below or on is OK.
So basically, I would have a dataset of about 100 points defining the surface, and about 10 points defining individual evaluation points.

Hi Andrew:
What you should do is to add some data on a layer:
1. Generate a matrix by data that defining the surface. (Edit --> Convert to Matrix)
2. Plot a 3D scatter using your experimental data. (Plot --> 3D XYZ --> 3D Scatter).
3. Right click the layer icon and select "Layer Contents". In the pop-up dialog box, select the matrix that defining surface on "Available Data" box, and add it on the "Layer Contents" box.
4. Click "Layer Properties" to active "Plot details" dialog. Select the matrix on the left panel, and select a plot type (3D - Wire Frame) on the lower-left drop-down list.
5. Choose the grid color, and "OK" for all.
