Origin Ver. 7.5 and Service Release SR6 (Select Help-->About Origin):
Operating System: Windows XP

I created a scatter plot with point labels. Unfortunately, some labels are overlapping. How do I offset them? I tried moving them but all labels moved together. Is there a way to move them separately?

In Origin 7.5 there is not a way to move an individual label. You could remove that particular label from the worksheet label column and then add it back as a text label on the graph.

In Origin 8.1 the software supports editing an individual point, by holding down the Ctrl key, while clicking (or double-clicking) on the label.
