Hi,

As seen in the figure, the black spectrum is selected with the blue line.

When I use the function Vertical Translate, only the black spectrum is selected.

How do I select the red spectrum?

The tool works on the active dataplot.

You can determine the active dataplot in the Data menu. You will see a check mark next to the active dataplot. Click the other dataplot to make it active.
