Easiest would be to organize your data in the worksheet, as shown in the image below, and then follow the steps below to make the graph:
1> Highlight the last two columns and make a scatter plot. The year label will be placed next to the symbols. Note that column 3 is set as type Label. 2> Open Plot Details. Go to Symbol tab, click on Preview of symbol gallery, and select the last symbol, which is a blank. This makes the scatter symbols go away. 3> Click on the second dataset line under Layer 1 on the tree in the left panel, to select the Label tab. 4> Go to the Label tab on the right panel, then select Center from the Justify drop-down list to center the label around the data point. 5> Set the X and Y offsets to 0.
You can do further customization of the labels, such as rotation, font, size and color as needed.
