When I click on the legend window it allows me to resize it only, I can't move it.

Please try to open "Label Control" dialog by right-clicking on legend, UNcheck the "No vertical movement" and "No Horizontal Movement" checkboxes.

It also depends on how you "click". Clicking on the edge of a text label will outline it like this...

which you can only resize. Clicking on the interior will produce this (moveable) outline...
