 fitting peaks when they are not there.

I am trying to use OriginPro 8 to fit a baseline and measure peaks from data from a scanning spectrophotometer, we currently use excel to print the graph and draw the peaks on manually. some of the scans do not have actual peaks at the wavelenghts we are interested in, we always draw a predicited baseline and measure the height of the scan at specified wavelenghts, even if peak height is taken to be <1 (less than 1).
I have been able to draw a baseline from Analysis> Peaks and Baselines> Peak Analyser> Open Dialog..> GOAL= Find Peaks> BASELINE MODE= User Defined etc
but I can't get it to measure peaks or draw the peaks if they are not there, i know this is probably quite an unusual requests.
Please can someone tell me if this is possible?
