Hi,
is it possible to put an constant offset on the axis without changing all datasets?
You can scale the axis by a multiplying it with a constant factor in the axis dialog. Why can't you add a constant value?

One way you could work around, is by making a second layer, link it to the first layer with custom begin Y1=Y1+CONST and end Y2=Y2+CONST, and finally hide the first layer axis...

Are there any other better ideas? Did I overlook anything?

The only other option that I can think of, and I don't know if it is any better, is to use the Text from Dataset or Tick-indexed Dataset option for the Tick Labels. You can set this from the Tick Labels Tab of the Axis dialog. When you're in the dialog, hit the F1 key, for Help.
